Assert that everything is there for the mainnet upgrade:

correct actor bundles are linked,
correct epoch for the upgrade is scheduled,
assert that a migration at an arbitrary epoch produces the same state as in released Lotus,
Forest version is released and the requirement to upgrade is communicated to users.
