- Add vcpkg.json manifest at project root - Add vcpkg port template files (portfile.cmake, vcpkg.json, usage) - Add comprehensive submission guide (VCPKG_SUBMISSION.md) - Ready for vcpkg registry submission
- Update .gitignore to allow packaging/**/portfile.cmake - Add packaging/vcpkg-port/portfile.cmake to version control - Packaging files are source artifacts, not generated files

Description
Addresses #4 - Publish Package to
vcpkgfor public use. However, we are not creating ataggedversion. There are a few more changes that need to be made to the SDK for public use (loggers, etc).Type of Change
