Request module: add compliance matrix check to arbitrary steps

In all steps, there should be an (optional) button "Zone Compliance" which displays compliance violations on demand.
In addition the compliance state (red/green) should be visible as the button's color at first glance.

• Optional: Also add this button to the recertification page
