v1.1.0 - Migrate newsletter functionality

As the OCWG, we want to share CVE Program news via a newsletter so that users do not have to go to the website to get the news.

Acceptance Criteria:

• users can sign up for a newsletter
• MITRE OCWG member can send email newsletters to subscribers
• link in new site Footer changed from https://cve.mitre.org/news/newsletter.html to equivalent on the new site

Note:

• initial version continues to use MITRE listserv; strive to automate addition of new users to listserv list
• UI: v1.0.0 - Email Newsletter page #233
• Newsletter sign-up form currently lives on the old website at https://cve.mitre.org/news/newsletter.html
