Alaska non-resident cases and deaths to be held stale

Hello all,

On November 8, Alaska removed non-resident cases and deaths from the summary table excel file available for download from their arcgis dashboard. We have chosen to hold the most recent non-resident case and death totals stale moving forward. As such, there will effectively be a constant number added to the statewide cases and deaths reported by the state of Alaska. We have previously implemented this for Florida as documented in #4208.

For documentation, there are 13308 cumulative non-resident cases and 37 cumulative non-resident deaths. These will be distributed to their counties as assigned in the original publications from Alaska.
