Description

Investigate how to implement support for https://github.com/ga4gh/ga4gh-consent-policy

DoD (Definition of Done)

Figure out if GA4GH Consent Codes support is possible and how, add PoC (Proof of Concept).

Testing

Peer review, if implemented unit tests

An initial thought would be that https://github.com/EBISPOT/DUO might provide support for this issue as well as #29 , in the basic form of a reasoning mechanism.
This needs to play nice with the PUBLIC, REGISTERED and CONTROLLED security permissions.
