Wiki out of date

The wiki is out of date, particularly

• https://github.com/COSIMA/access-om3/wiki/Quick-start
  • update info on build, exe and modules
  • to avoid repetition and maintenance burden, should this replace "Setting up an experiment" in the MOM6-CICE6 readme or just refer to it?
• https://github.com/COSIMA/access-om3/wiki/Building should reflect the updated build behaviour, in which
  • ./build.sh puts binaries in Release/bin and Debug/bin
  • binaries no longer have git hashes
  • config options are set in CMakeLists.txt rather than build.sh
• broken links Config repos unsearchable / broken wiki links #75

We should either:

1. Have one wiki, which captures building and running the model. And point the configuration repos to this one wiki.
2. Have one wiki for building/development work and one wiki for running the model and cross reference between them without repetition (as far as practical).

I think I favor the first (because it gives flexibility to captures MOM6-CICE6-WW3 & CICE6-WW3 configs) and it's easier to write for where the build configuration affects the running of the model.

Edit: We should also avoid repeating the README files too as far as practical

I prefer option 1 also. Unless anyone objects I'll delete the "Setting up an experiment" section in the config READMEs and move it to the wiki.

I've updated the Quick-start and Building pages, and also added a Releases page - @micaeljtoliveira could you cast your eye over these sometime?
