[BUG] Facility selector displays previously ghosted org's facilities

Current Behavior

As a site/support admin, when I ghost into an organization and I am shown the facility selector to choose a facility, I see the facilities for the previous organization I was ghosted into to unless I refresh the page.

Steps To Reproduce

Prereq:

• Have two orgs with at least 2 facilities

Steps:

1. Ghost into one org with multiple facilities
2. Ghost into a different org with multiple facilities
3. See that the dropdown options for facilities in the facility selector in step 2 is for the org in step 1
4. Refresh the page
5. See that the facilities in the facility selector dropdown are correctly populated

Expected Behavior

I expect the facility selector to have the correct facilities without refreshing the page.
