Integrate the ovpn imported action into workflows

This is the continuation of importing Josiah's actions into our repo.
In this iteration, we need to test them without affecting existing workflows.

Tasks:

• edit the workflows using imported ovpn action
• validate the imported action creates the VPN connection
• PR

Out of scope: Updates to any artifacts pointing to whole repositories or repo directories not inside .github/ on Josiah's repo
