Bug 1298947 - Add taskclusterProxy to lint tasks; r=garndt

Without this, the "taskcluster" hostname isn't registered. We will need to talk to taskcluster in a subsequent commit in order to obtain the hg.mozilla.org fingerprint. MozReview-Commit-ID: KlyuI4Yk9Ce
