[Bug] Duplicate Header in Customizer related to Windows display settings

Describe the bug
Both custom page headers (mobile/tablet and desktop) display in the Customizer when the Windows system Display settings are scaled to 120%.

The Custom Page Headers are managed with the Device Visibility controls, one layout hidden on mobile/tablet and the other on desktop.
