header values not correctly output for sticky changes

The output of the sticky header isn't being respected if a premium plugin modifies the sticky header options for a bgtfw based theme.  Currently the value is just processed and not output, so this should be changed.  This happened during the WP Theme Review process during changes to sanitizing outputs of dynamic content.
