Describe the bug

Playing as a Comms Agent i noticed that when using the Message Monitor Console, and writing up an admin message, to be sent to an unwitting victim, every keystroke i made was counted as an action, which meant that in short order after writting just a few words i was getting the error "your previous action was ignored because you've done too many in a minute. Administrators have been informed" I adminhelped and confirmed that this isnt intented behaviour. I experienced that even when i got the error i could still input characters, but sometimes characters would be registered and then deleted making the words i was writting occasionally incomplete, if i did this for too long i also experienced losing connection with the server, my internet isnt always the most stable, but both times this happened during the shift it was exactly as i was writting up a lot in this console, and so i presume there is a relation

What did you expect?

Inputing text in a consoles window shouldnt have each keystroke count as an action, as is the case i believe with all other consoles.

Reproducible steps

  1. Be comms agent (this step may be optional)
  2. Open Message Monitor Console
  3. Write Administrator Message
  4. Input hand written text into "Message:" field (ctrl c, ctrl v - wont work)

Copy and pasting text does work, I use it all the time.
