Improve SQL update scripts #11551

It should just be a script file that you can run to get all the updates, with it being skipped if you already ran it.

We should have a unit test that makes sure it's valid SQL and doesn't repeat actions if possible.

We should potentially have the server automatically run the database scripts if it detects an update.
