Beta testing version 0.4 - Usage ready - A lot of smoothing out will be needed

This is the beta-testing ready variant of the pytorch template repo. It should contain most of the boiler plate one would need for deep learning research, at a level that allows ease of flexibility. Yes, there might be more boiler plate specific to your particular research direction, but including that would actually get in the away of other directions. This is our current estimate of where the line should be.

As people actually use this, we'll figure out what can be done better and build it.

Have fun doing research! Also -- Look at that UI! It has spinners! In a terminal! Yay!
