Old Aperture monitors don't use disabled skin when all cameras are disabled #4093

Description of the bug

Old Aperture monitors have a disabled skin which shows a grid-like pattern like you might see when looking at a turned-off CRT up close:
portal2_ZTlIoROYml
However it isn't actually used when all cameras are turned off, as the screen instead displays a solid black camera image:

The correct skin is never seen, because although the monitor starts with this skin, looking at it causes it to instantly turn on. Additionally I ended up removing the look-at check from Old Ap entirely since it wasn't really useful and caused crashes in Coop, so now the off skin is entirely unused.

Expected behavior

Turning off all cameras should switch monitors to the disabled skin.

Steps to reproduce

  1. Select an Old Aperture style with no voice lines
  2. Place a monitor
  3. Compile
  4. The monitor image is solid black
