Cannot reorder parameter by reorderParameters

Interesting thing is I cannot repro in the playground. If I run locally, it throws error

error @azure-tools/typespec-client-generator-core/override-parameters-mismatch: Method "checkResourceCreationFeasibility" has different parameters definition from the override operation. Please check the parameter defined in the override operation: "subscriptionId".

Repro with this playground. The root cause is the subscriptionId property has been changed from string to uuid after common type v4. When mutation, the reorderParameters does not apply to the mutated type graph, which result in the error that the type is not equal. The root cause is the TypeSpec function problem with mutation. Replaced with the issue here.
