Cleaned up the documentation folder to match the updated guidelines at Azure/azure-sdk#733.
As part of this I deleted a number of docs that seemed outdated. @erich-wang most of them were dealing with management stuff so please let me know if the are still interesting and I can include them in my move instead of deleting them.
