[Identity] Adding one test to confirm that specifying permissions works #15779

Specifying permissions has always worked on Identity. However, it may be confusing because it’s not allowed as part of the client credential flows. This isn’t up to us, really. I’m adding this test to make sure we have some use case that can help us remember when this will work and when it may not work in the future, in case we forget.
