[Bug] Azure Python runtime doesn't respect REQUESTS_CA_BUNDLE #1560

Expected Behavior

We need to deploy a custom cert in the root bundle. REQUESTS_CA_BUNDLE works locally but when deployed on Azure Environment, the custom bundle is not loaded.

Actual Behavior

Default bundle is loaded

Steps to Reproduce

  1. Add REQUESTS_CA_BUNDLE setting to a python function
  2. Use python function with request library and signed cert with custom authority
  3. '[SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: unable to get issuer certificate (_ssl.c:1006)')))
