Handle Log Analytics Workspace Location for USEast or USEast2

Support directing the Log Analytics Workspace deployment of USEast located solutions to USEast2 (and vice versa)

Supported regions for linked Log Analytics workspace

Describe the solution you'd like

• When a user specifies a location for their deployment - the log analytics workspace location must be changed to either USEast or USEast2 (or vice versa) if they specify the former or the latter.
  (currently this is the only case where this needs to happen - but others may spring up over time.)

• We likely need to spew something to the console to indicate this has happened.
