AI Assistant: Add option to add word to Breve spelling dictionary

Fixes #39041

Proposed changes:

• Includes an "Add to dictionary" button next to the "Ignore" button to, well, add the word to the dictionary.

Testing instructions:

• Go to the editor and add a text with some spelling highlights
• Hover one word and click on "Add to dictionary"
• Check that the word is permanently removed from the highlights
• Reload the page
• Check that the word is still not highlighted

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the update/jetpack-ai-breve-add-to-dictionary branch.

• To test on Simple, run the following command on your sandbox:

  bin/jetpack-downloader test jetpack update/jetpack-ai-breve-add-to-dictionary

Jetpack plugin:

The Jetpack plugin has different release cadences depending on the platform:

• WoA releases happen weekly.
• Releases to self-hosted sites happen monthly. The next release is scheduled for September 3, 2024 (scheduled code freeze on September 2, 2024).
