Implement expiration for captcha and unite expiration handling #949
Description
The counter in the captcha should have a timer as well, this was requested in #918 but got lost in the thread.
With the captcha manager this makes three places where some sort of timed entries are used (captcha manager, tempban manager, recover code manager). Check if there's a way to unite/abstract the common features.
