User 'root' is not allowed to update database settings

Hello,

When logged as root i should be able to do root things.

Like alter database settings.

ALTER DATABASE `server.httpBodyContentMaxSize` -1 fails

This is a bug, and here's the exact root cause:

*ALTER DATABASE (commit dc0cf8b, Oct 2021) introduced UPDATE_DATABASE_SETTINGS but forgot to add it to the default admin group in createDefault()

• A partial fix (commit 55f7612, Feb 2023) added it to createDefault() — but only for new installations
• Existing installations that already have a server-groups.json skip createDefault() entirely (line 135-140 in load())
• There's no migration logic — LATEST_VERSION = 1 has never changed, so old config files are loaded as-is without any upgrade path
  Any installation created before Feb 2023 (or one that has a database with a specific group entry rather than the * wildcard) hits this.

Bug was caused by an old server-groups.json that was not migrated (because there is no migration process) and was missing updateDatabaseSettings
