Fix issue #1866 Retry Startegy stops retrying unexpectedly

Details on the issue fix or feature implementation

In case computing retry delay throws OverflowException, RetryHelper.GetRetryDelay(...) returns maxDelay.value if not null, TimeSpan.MaxValue otherwise.
