fix: Bundle VC++ runtime DLLs to fix DllNotFoundException (#2)

- Add MSVCP140.dll, VCRUNTIME140.dll, VCRUNTIME140_1.dll to runtimes/win-x64/native
- Update README with prerequisites section
- Update README version to 3.0.23-beta
- Add .NET 9 compatibility notes
- Bump version to 3.0.23-beta
- Closes #2
