The _variables.scss file missing most of the default bootstrap variables - should we fix it?

I've been trying to use a bootstrap class to specify image width (specifically mw-25) and it isn't being applied. I found this thread, which lead me to this file in our hugo install, which appears to be missing a LOT of the default bootstrap variables.

I don't know enough about bootstrap to know if we should just copy/paste those back in, or if there are other things missing that should be added back in other files.

We should assess and test what happens if we add those back in and identify if any similar problems exist as well.
