Option to always get the "accurate status"

Idea

NCR could have an option to "always get the accurate status", aka first try sending an unsigned message even in whitelisted mode. If the server is whitelisted, though, it would instantly resend the message in signed mode.

Since the option may have unexpected drawbacks in servers, it should be opt-in, maybe even config-file-only.

Reasoning

By itself, it wouldn't have many use cases, but it could come in handy for:

• Making Different tooltip for manual whitelist opt-in #280 more persistently accurate
• Allowing players to enable whitelist on all servers while still (theoretically) getting the server's actual status
• Helping NCR debug statuses overall
