Describe the bug
The chainTimerService seems to report up-to-date unix epoch times. The localTimerService reports times that look like they're from 2012.

To Reproduce

In the REPL

command[4] home.localTimerService~.getCurrentTimestamp()
history[4] 1342563089

Expected behavior

Any consistent time base would be reasonable, but 9 years out of date is implausible.

oh, it seems localTimerService has the 90's syndrome. You know, "oh yeah, ten years ago, lesse it was in 1990 something... oh fak" kind of deal. ;3
