Simulation Repeatedly Runs in the same Folder without Looping into other folders

The simulation is supposed to loop through various EXTE00XX files, Zones and Varieties. It is not doing so. Simulation runs in the same folder e.g. EXTE0001, even for hours but not moving to the next folder and without an error.
