Help updates don't trigger a rebuild of tutorials site

The files in GSASII/help are copied to https://advancedphotonsource.github.io/GSAS-II-tutorials/help by the https://github.com/AdvancedPhotonSource/GSAS-II-tutorials/blob/main/.github/workflows/documentation.yml script so they can be available to users online as well as distributed with the code, but an update to the help .html files does not trigger a rebuild of the tutorials site. Either a reminder is needed to trigger a manual build or somehow a change to these files should automagically trigger the aforementioned script.

The help files would also benefit from being created from a Markdown precursor rather than edited in Word, as considered for the tutorials in #93.
