Allow $stealth rules with empty pattern

We currently have a simple validation rule that disallows rules with a pattern too short.

It leads to a situation where perfectly valid rules like this one do not work:

@@*$stealth=referrer,app=~com.google.Chrome

Let's relax the validation rules a bit.
