Cannot reproduce.
Please check advanced settings of AdGuard for Windows and that AhnLab V3 is installed.

AhnLab V3 anti-virus and online banking security app of South Korea can interfere behavior of AdGuard WPF network driver.
Therefore, Please remove AhnLab V3 anti-virus or online banking security app of South Korea.
