AdGuard Home does not start after restart

Issue just popped up couple of hours ago, as late as yesterday this issue did not exist

I need to run the exe every time to get AdGuard Home to start

logs for what happens when I open the exe without admin permissions

happens with both v0.108.0-b.78 and v0.107.69

idk if there is a bug
