[BUG] attributeGroups for synced DEs do not resolve synced DE on child BUs

Current Behavior

not confirmed yet but a hunch only!
the following log was created while downloading all metadata types at once for a child BU.
not tested what happens if only attributeGroup gets retrieved

Expected Behavior

it likely needs to cache the parent DEs or ensure the cache lookup looks at the parent's cache if that's already done.

Steps To Reproduce

1. Go to '...'
2. Click on '....'
3. Run '...'
4. See error...
