GR-PEACH does not implement SystemCoreClock

GR-PEACH (RZ_A1H target) does not implement SystemCoreClock variable which defined as CMSIS spec here: https://www.keil.com/pack/doc/CMSIS/Core/html/group__system__init__gr.html

If a program uses the SystemCoreClock variable, it obviously generate link error.
