e.g. Koray submits data for the chip-seq pipeline as a whole and it spawns multiple tibanna runs with proper dependencies.

need a resume function given a meta workflow_run uuid.

meta workflow_run = same as workflow_run except it contains other workflow_run uuids as steps. Each step also has 'status'. It also contains the input json for Tibanna meta.
