EVM合约的只读调用数据不上链 #66

目前EVM合约的调用全部是通过交易的方式实现，即使是调用合约的查询接口，也会将交易数据上链，这样做会导致两个问题：

  1. 链上无用数据增多； 因为只读交易不改变数据状态，存储到链上将会生成垃圾数据；
  2. 用户多余花费； 上链的交易需要收取手续费，用户的查询操作会导致用户承担额外的支出；

嗯，这个问题要解决，可以和abi的一起处理掉
