建议增加本地ci检测 #44

现在有多个步骤检测ci，分别是make fmt , make linter make ...，步骤一多，容易忘记。
建议增加一个make localci，用于本地格式化、检测、测试和验证，通过以后再执行Pull Request。

本地只要处理 make linter 其他的，服务器端自动会做掉，会自动格式化
