I get this error, when I try to use this example. As soon as I load the script, this error appears

This is defined by the TCO.loadPubKey function.

You can pass in a callback to run when this is loaded to insure that this URL is defined before you make a token request.

TCO.loadPubKey('sandbox', function() {
    // Sandbox Public Key is loaded
